After two global conflicts, we have see a time of peace. However, behind apparent stability, enormous strengths are moving, like karstic rivers, ready to rise to the surface. Big transnational factors such as Globalization, population growth, a shortage of raw materials, and international actors' formation have weakened pluralism in favor of a growing polarization on the international stage. In today's world, enormous regional powers compete for World domination. They are the Megapowers of the future: Americas, Eurasia, Eastasia, and Africasia. In a climate of growing tension, the arms race begins.
Defcon's players are Megapowers leaders in the dystopian world, where open conflict is about to burst. The player who controls the dominant Megapower at the end of the 5th round wins the game. To win, they have to obtain the highest position on the consensus index, which is made up of two separate rankings: the reputation index and the military index. Those who find the right balance between military strength and public support win the game.
