In Seastead, you must build the infrastructure for humanity to thrive, but you can't do it alone. Can you strike a bargain with your rival while still giving yourself the upper hand?
Dive into the sea for new materials, but you can only keep half of what you find! Split the loot with your rival. Try to keep the best for yourself as you construct shipyards, academies, and ports to improve your society's standards of living.
