Intrigue at the Emperor's Court
In Justinian players compete for the sympathy of emperor Justinian I. To reach their goals and strengthen their position at his imperial court, they invest in Justinian’s counselors by pushing them up the ladder of popularity, or down when they are not serving the player’s needs. There are four combinations of counselors that may be valued during the game. At the end of each round one of these combinations is the basis for scoring. The higher the reputation of a counselor, the more victory points a player may get. Watch out, though: in the game only three out of four issues are counted!
